Repeats Consignments Evicted, Items Strewn into Parking Lot
Owner James Lawler called Patch, discussing what happened Friday along with what he plans to do to "fix" the situation.
UPDATE (3:40 p.m.)—Piles of clothing and other personal items belonging to consignors filled the parking lot behind Repeats Quality Consignments after the local business was evicted from its location Friday afternoon.
Owned by James and Patricia Lawler, Repeats Quality Consignments sold consigned items, such as clothes, furniture and other goods furnished by local residents. The shop and consignors split the proceeds when an item was sold. After learning they would be evicted on Friday, the Lawlers stored "three truckloads" of merchandise on Thursday but they were unable to retrieve every article, according to James Lawler's cell phone voicemail greeting.
Anne Arundel County Sheriff's Deputy and spokesman Harry Neisser confirmed that the business had been evicted and said that a deputy oversaw the removal process.
With law enforcement overseeing the eviction, workers removed items from Repeats Quality Consignment and placed them in a parking lot behind the South River Colony shopping center.
James Lawler told Patch he moved the shop’s merchandise to five storage units and that most of the items dumped in the parking lot were clothes. He also claimed the management company was to blame for the mistreatment of consignors’ property.
“The only thing that was lost in all this was whatever the management company put out back. Everything else is safe and sound. Everyone will be compensated,” he said. “I know this is messed up. Trust me, it’s not good, but we’ve lost everything. I’m not out to hurt anybody.”
Anne Arundel County law allows landlords to place tenant property in open areas following an eviction.
"When an eviction is necessary, landlords may place the tenant's property in the county road right-of-way for a period of 48 hours," according to the county's website.
Neisser said he didn't know what notice was given to the business owners, and South River Colony shopping center property managers, Mackenzie Management Properties, declined to comment.
James Lawler admitted that he and his wife had notice of the eviction but said, “We’re new to this,” citing he didn’t expect things to happen so quickly.
Some consignors who had partnered with the Repeats Quality Consignment said they were blindsided by news of the eviction.
Linda Suit said she consigned some "very expensive items" with the store and didn't know that the consignment shop was evicted Friday.
"I have no idea whether my things were taken or dumped out in the back," Suit said. "I am shocked because I had no notice. I was in there a couple of weeks ago ... nothing was said."
Another consignor, William Welch, said he had no idea if his possessions were stored properly or placed in the parking lot.
Another man who said he had consigned many items and asked to remain unnamed said that when he learned of the eviction, he immediately went to Repeats Quality Consignments on Friday.
When he got to the pile of merchandise in the parking lot behind the store, he said many people were there sifting through the items. Joe Valentino, owner and general manager of Kahve Cafe located in the same shopping center, said he saw "many, many" people rummaging through the pile throughout the weekend.
The consignor who wanted to remain unidentified said that he found 15 of his own personal items in the pile, but that he is missing more than 100 other pieces of merchandise.
The greeting message on James Lawler's cell phone was an apology lasting several minutes.
"We are deeply, deeply sorry. We busted our butts to the end and we thought we could pull it off this week," the message said. "We're deeply sorry if you had stuff out back. I apologize."
The message concluded with, "I don't know. We're just really embarrassed right now. We're going to figure it out and everyone will be compensated."
According to comments on the business's listing on Patch, Patricia Lawler said she and her husband are in the process of contacting all the consignors and compensating them for their items.
However, also on the listing are several angry consignors, frustrated by the surprising news.
James Lawler said he and his wife plan to set up a “makeshift shop” and are setting up their computers to deal with the current situation. He said they plan to return all the consigned merchandise.
“I know this doesn’t look good at all, but I do want to fix it and I will fix it,” he said. “Trust me, I’ve lost more than any of these people. A piece of furniture is nothing. Me and Tricia have lost everything in this mix.”
Approximately 700 people consigned items with Repeats Quality Consignments, James Lawler said.

We all know that eviction is not an overnight process. If I learned anything from "Peoples Court", it's that an eviction probably takes a month or more and the tennant certainly is aware. The Lawlers certainly should have given notice to their customers that there was a potential problem, rather than just have their property left in a parking lot. If nothing else, they should have loaded up all the merchandise and stored it in their home. It might have been an inconvenience to live like hoarders for a while, but would certainly have been a better customer relations move.

You are so correct, at the minimum under county law, they had a minimum of 30 days notice. Trish: Prove you had less than 30 days notice by furnishing Jonathan with papers showing a lesser amount of time. I am sure that will "be in the mail" too! As others have said quit the lies and start doing the right thing and get peoples belongings and money due to your consignors. You obviously have money as you were NOT paying anyone and you obviously have money as you just 3 weeks ago moved into the beautiful colonial you are now living in! Enjoy the trappings of your evil while you can as it will soon come to an end! As far as the comment about the stuff not being sentimental... the point is it was consignor's merchandise and it's care was entrusted to the Lawler's who subverted it to enrich themselves, which is a CRIME called fraud and theft.

I was in there last Wednesday and the owner said they were moving...no mention of an eviction. There was a man who must have known because he was removing all of his stuff. Very upset as I had some nice clothing items in there and am now just hearing about this!!! WHY didn't they call us when the items were out the door? so mad right now.

Am I reading this correctly? This took place last Friday? Possibly a more timely article would have helped the poor consignors recover their stuff in a timely manner. It only happened in the "heart of Edgewater", and the Patch is just covering it now?

Is this another case of "blame the messenger"? It's an important story for those involved, but not a life and death situation. If there's a good side to this story, it's that the only loss was monetary. If the items were on consignment, they apparently lacked any serious sentimental value. Nobody can afford to lose money these days, but it's easier to recover than losing family treasures. Good job of reporting and getting the story right, Mr. Moynihan. Keep up the good work.

I was there Friday night and there was a lot more in the back lot than clothes as Jim Lawler the liar states. There was a piano, a couch, many tables and several chairs, lamps, china, glassware, brand new boxes of unwrapped consignment items, etc and TONS of clothes. Jim and Trish blame the landlords for placing these items outside! The nerve of them, this eviction, per county law was known by them for at least 30 days! They were entrusted with safeguarding items placed in their custody and they did not! How Jim and Trish are you going to compensate the 100's of consignors that lost their items out back! I smell a large criminal fraud case as well as a civil class action suit brewing! 75 Mayo Drive agent states you are NOT leasing that space, yet another lie. When will you be at the storage units for us to go through. When will you furnish Joanathan with a list to publish of all the consignors that you owe money to and the dollar amounts? Where are the funds that you are going to compensate us with since you were evicted for not paying your rent, we are to believe you have money.

You state you lost everything... That is a lie as I have pictures of your new 2 story colonial home you are living in with the 2 boats parked out front, along with the white pickup and black SUV parked in the driveway. Is that what you mean by losing everything. When you do lose everything (and you will) then you will understand what it is like. Many of your consignors relied on the money for their items as many had lost jobs and were selling their items to pay bills. How do I know this. Easy, I spoke with 15-20 of them that were desperately searching the parking lot looking for any of their items they could salvage. So far, my husband and none of the ones I met have received any phone calls or emails from you (other than to lie and say you were moving to 75 Mayo Rd.) so when do you intend to contact people to come claim their items and also when will the checks go in the mail, so that you can say week after week that the checks are in the mail. We don't believe your lies so quit telling them as we are all on to you both and we will allow the police to pursue this as more and more of your ripped off consignors flood the police station!

The real injustice is not that The Patch didn't "timely" report this---the Lawler's should have notified all their consignors to retrieve their stuff. They knew they weren't paying their rent, yet were still accepting new items from people! Ridiculous! Great job, Patch! Keep up the great work!

Well, at least they dumped the merchandise outside. Years ago, I consigned expensive clothes in a shop in West Annapolis only to find that they closed shop and took everything with them. Gone... I will never consign again.

They took the most valuable items in their many truckloads and allowed the landlord to dump the stuff they did not deem worth moving so they could then blame the landlords (and not themselves) for losing consignor's merchandise. The truth of the matter is that they obviously had no intention of paying anyone or returning anything. I would love to see a post by the people who have gotten any merchandise or funds back from these many, many 26' truckloads that they hauled away to further enrich themselves!

I am not surprised by this at all, in fact predicted this to some of my friends a while ago. I don't consign there but do shop from time to time. From an experience I had one night with the owner I KNEW this place would not make it. Also, back in the winter I stopped in only to see a sign on the door that said they were closed and due to computer issues they were not giving "payouts" to their consignors that month. Red flag right there ... really computer issues? Sad to see them go, I love consignment shops and was happy to see one in our neighborhood. I think they will have a hard time relocating in the area. They have probably burnt their bridge with our community.

I also predicted it... The owners are so rude and dismissive. I brought a pricing problem to Mr. Lawler's attention and he pretty much laughed at me and said his daughter probably messed up and he would tell her. Uhhh... ok. They were selling USED "Seven" jeans for $99!! You can buy them new at TJMaxx for less than $40. Of the three times I have been in the store, no one ever even said "hello" when I walked in the door. I am sad for the people who lost their items...

I am right there with you about knowing they weren't going to make it and to me were "kind of fishy!!" I brought a lot of items there to consign right when they opened the 2nd half of the store (like last May or so) about a month later I called to check on my account, was told items had sold but that there were computer issues. It took many phone calls and visits and I was still hearing there was computer issues and they couldn't tell me what sold or the exact amount. They only returned my message once too! I think it was September or October when I demanded they get me my $ as they said there were still computer issues. After all that I know I was due more than $25. They were wrong to mislead everyone and not mention there potential eviction!!!! Also, the people who picked through all the merchandise outback should be ashamed!!!! I hope you all get your items as you should still be able to make the choice to whether you want to consign again or not! The owners deserve no pitty as they were truly wrong!!! The article mentions Repeats would split proceeds. Yes, an honest shop owner would. But these two have been lying cheating stealing from their consignors from day one. Did any of you consignors even get a print out at payout? I didnt think so. Crooks. Not surprised. It was fishy. Don't believe a word they tell you.

I have known the Lawlers for a long time. Every single one of Jimmy's wives have been a real piece of work. His first wife was the worst, a total drunk who has been fired for stealing from almost every job she ever held. This latest wife is just another chapter in the story. The saga of their latest fraud running a "consignments" store is not surprising. I would not trust these two with anything, and feel bad for those who did. The lawsuits will start pretty quickly I am guessing.

Instead of bragging about expanding into 3 spaces Trish that you could not afford, you should have been paying your consignors instead of coming up with lame excuses why you can't pay us. Then you start writing checks on funds that are not in your account. How are you able to buy a new SUV, a new boat, (2) $1500. puppies, etc, but yet you can't pay your rent or your consignors? You are pathetic Trish! You have no clue what pricing should be. You either price stuff too high or give it away at the our loss. One would think that if you are going to go into a business, you would at least know something about that business. Not here, not them. The spelling (misspelling) on their tags is the joke of the area. It is so obvious that they never graduated from grade school. Well a group of us are going to the police station today and file charges of fraud as they either stole our items or never paid us or both! Now they say on their email ads that they are opening up again at 75 Mayo Road. Get this Trish Lawler and your boy Jimmy. We do not want trash like you in Edgewater! Go wreak havoc somewhere else and stay the hell out of our area. Look at your wording: We will be excepting the following clothing. Learn the language! I worked for the court system for over 6 years and part of my duties was executing evictions. Trust me, they (tenants) received plenty of notice and the eviction process takes quite some time. After a judgment is entered in favor of the landlord, the landlord then has to file for eviction. Then once the landlord receives their paperwork, depending on the Sheriff's eviction schedule, it could take several weeks to get an eviction date. The tenant would have received notice in the mail and the Sheriff would also notifiy them of a date and time. They had up until the time the Sheriff entered the premises to pay their rent. It is a sad situation for all involved.

I was in this store the Wednesday before the eviction, i cruise through about once a week, and I commented to the woman behind the counter that the store seemed empty, and asked if they were closing. She replied that they had not put out the pending merchandise yet. I had no reason to doubt her. There was a man I had seen before as well talking to another couple; I thought him to be very pushy and rude the few times I had spoken to him. He was telling the people he was talking to they had moved, and they had not told their landlord yet. I wonder now if there was a connection.
The following Saturday I saw the mess that had been left behind the store. I also saw several consignors come by, very upset about not being contacted about this, and seeing their clothing now getting wet, as it was raining. I could not believe the callous behavior toward clients.
The waste it what bothered me. Nevermind the questionable morality here-is it right to do this to consignors, even if it isn't illegal per se-why didn't these thugs at least contact the Salvation Army to come and take the clothing? They had to know this was going down, they took the time to remove the " good stuff", so why not at least allow others to make good use of the clothing, instead of simply letting it be strewn along with broken glass in a back parking lot
It has been said that when a civilization loses its moral compass it is lost. For me this was just one more sign of the times.

I need to double dip here. People do indeed make changes when they hit bottom. I read the comments made by the store pwner, and it is clear to me that he fancies himself the victim here, it's all about him. To me it appears that he has a long way to go before he hits bottom, but maybe then, when he runs out of others to blame, he will set about doing what needs to be done to make this right, one day at a time. Wow. I am shocked and saddened by what has happened. I guess lucky as I may be I received payment for the items that sold. Unfortunately I still had a few things there and I guess I will never see again. What bothers me most is the fact that Jim and trish did not notify their consignors of the dilemma and give them a chance to retrieve their goods. I found them to be nice; at least to us. I am upset at the fact that we were just there within the week they left and never said a word. Trish and Jim I will not bad mouth as this doesn't solve anything. I only hope you make good to your consignors; one of them being me. You have our number.

These photos are from Friday night. While it is dark you can clearly see the massive amount of items. There was a green camel back sofa, piano, white wingback chair, loads of pictures, lamps etc. How will the Lawlers compensate consignors of these items, when they have no idea what was there or who they belonged to.

I also went to the southern district station less than 2 blocks from where Repeats is located and filed a fraud/theft case against Patricia Lawler & James Lawler and I recommend that if you want restitution you need to do the same. Trish took many many pieces of my mother's jewelry and never paid her any money or returned the items. These items were valued at over $2000.00

Is there a Landlord/tenant issue going on here? It's been said before that the Landlords of South River Colony are rather fierce.
NOTICE: Some very nice tenant businesses have come and gone very quickly there.
Ask The Tile Lady, The Shoe Store, The Avon Store,The restaurant (now called Bill Batemans), The nice luncheon shop... gone.
Look at the businesses that have survived in this location. The Puppy Store, The Spa, Parke Moore Place, The Steak House, The UPS place, The Diamond Cutters, The Sushi restaurant, and lately, Stan and Joe's. They have money. What does it cost to stay in business in Edgewater?

According to the information from the public court records the Lawler's had not paid rent since January, but yet they did not get evicted for 4 months! How could you not prosper if you know how to run a business and if you do not pay rent for 120 days? So my question is simple, "Who was the real wolf"? If you have no rent to pay, then why were the cosignors not at least being paid? You have no additional expenses since the goods for sale are not being bought as is the norm in most every other business. Diamond cutters is owned and run by a single mother and the puppy shop is owned by a single father, so no large corporations there and no multiple stores there, so it just sounds like good old fashioned GREED to me, but you decide as either a cosignor or if you are real lucky as a juror.

I have spoke with State Farm's claims personnel and they suggest the probability that these items would be covered under your home policy. I am so sorry to hear about all this.. I really had grown fond of Trish and Jimmy. I was in the store with my friend who used to buy a lot of stuff in there and I had brought quite a few customers to the store.Trish and Jimmy informed me that they were movign to Mayo due to the rent going up. Trish, if you are reading any of these comments I want to say you were always so nice, I just feel bad that this has happened. I guess what I want to say is if indeed this is all true how would you feel if someone did this too you, we should always treat people the way we would want to be treated and sometimes we need to put ourselves in other peoples shoes. I think the worst thing besides the fact of people not getting there things back or payment is the 'trust' that was broken. I think everyone cared about you and loved your store, and now this trust has been broken. Most people did bring there things to you because they needed extra income due to job losses such as my friends. I feel bad for my friend who brought things including the patio furniture. Trish, Jimmy we all make mistakes in life and people do forgive, most importantly God forgives. You had a great a shop and I miss it... Jimmy wrote that in time he wants to get the things he put in storage back too the customers I hope he does. You can always win people back, I pray that you would find it in your hearts to do that.

Although, I'm confused as to why this is relevant to the matter at hand. Someone in debt, not living beyond means without a criminal record, has any relevence on the matter at. hand. Usually, the way to initiate a civil action is to meet with an attorney. He or she will discuss the options, and will outline fees. There may be a retainer that will need to be paid. However, any competent attorney will be able to advise any potential plaintiffs how to proceed.
I do know that if I was a consignor I would first contact the business insurance carrier, and file a claim for damages with them; this route won't cost any money, and may be a quicker payout. If this was my failed business, and I wantec to show a good faith effort to my jilted consignors, I would provide them with my carriers contact information.
I wonder if it is possible to find out about who insured that business from the management or leasing company that deals with that strip mall? Just in case there isnt any other way to get that info. . Could be that when they rented they needed to show proof of insurance, but I really don't have any idea. I'm just guessing...

I am curious..what college gives small business loans? Usually that's the Feds, but maybe there are programs I am not aware of.. I'd be pretty upset if my kids tuition went to something like this. Im not a Lawyer but just by looking at how they have turtled so far and by looking at case search and seeing that besides the Leasing companies they both also now have child support coming at them it doesn't look good. Now if their business was still afloat you might have a chance to be made whole as its is you will be spending about another 68 dollars.The fee is 28 for filing the case and another 40 for the sheriff to serve them. Well unless you think they will actually accept a summons via mail lol..Only to find they have filed bankruptcy and using your property to payoff their bigger more important Debts.. Sorry your lawyer should of already told you this.. Just to add i'm not saying this to tell you not to file you have every right to get some justice i'm just trying to open your eyes to the pitfalls of it. I think an attorney is best equipped to make judgements about whether or not a complaint should be lodged. There is no need to live in the wreckage of the future, and wring hands about what has not even happened yet. No one knows if the Lawlers will come to mediation, the complaints haven't even been made yet! Sheesh! Besides, it's best to have a judgement filed. If they had business insurance a claim with that carrier should be made...just ask the landlord who their carrier is. If they didn't have insurance, then a judgement is still necessary. They could always win the lottery, or inherit money from somewhere, and if you don't have a judgement you won't get a bite of the apple. It's just that simple.

The sad thing is that because of how the state rates civil/ criminal cases that dont involve actual physical action on the part of the Defendants this has a snowballs chance in hell of every being taken up that way. While doing my research on torts and civil suits and making sure you can collect besides the maryland court case search ( this helped me as well as you all see that they have pending suits as well as Child support going after them both now) i was directed to check this site out.. http://sdatcert3.resiusa.org/rp_rewrite/ . You state you lost everything... That is a lie as I have pictures of your new 2 story colonial home you are living in with the 2 boats parked out front, along with the white pickup and black SUV parked in the driveway. Is that what you mean by losing everything. When you do lose everything (and you will) then you will understand what it is like. Many of your consignors relied on the money for their items as many had lost jobs and were selling their items to pay bills. How do I know this. Easy, I spoke with 15-20 of them that were desperately searching the parking lot looking for any of their items they could salvage. So far, my husband and none of the ones I met have received any phone calls or emails from you (other than to lie and say you were moving to 75 Mayo Rd.) so when do you intend to contact people to come claim their items and also when will the checks go in the mail, so that you can say week after week that the checks are in the mail. We don't believe your lies so quit telling them as we are all on to you both.

If you check maryland records they dont own that Colonial and they dont have the title to any boats or SUV's either. Hey folks...I don't have a dog in this fight, ( I didn't consign there),but I was thinking that any defese attorney worth his or her salt might use some of what has been said here about their clients. I'm thiinking that anyone using their real name,who is party to legal actions might want to watch what they say. This is a public forum, and all of it is fair game when it comes to defense counsel.. This is so sad. I grew up over my Grandfathers Consignment Shop in Braddock PA,
Ankney's Furniture and I'm in the industry here in Scottsdale AZ, Lost+Found Resale

Here in AZ, we had a large enterprise go bankrupt. The owner turned around and sold the name of her shop for pennies to a friend of her's and now the "former owner" still runs the business making millions while the consignors that lost money still haven't been paid. Even though the Court ruled she could not conduct business until all previous debts were paid( http://www.kpho.com/story/16106320/bankruptcy-to-back-in-business-terris-consign-and-design ).
